Head of Bidding – Infrastructure
Job Description
Hillhouse Morgan (HhM) specialises in communicating complex things clearly. They are a bespoke work winning consultancy that provides bid strategy and specialist bid leadership, technical, commercial and programme management support to businesses that want to win, transform and retain high-value contracts.
They are seeking a Head of Bidding to join their ambitious and growing consultancy. This leadership role will play a pivotal part in driving their success by overseeing the development and execution of high-quality, strategic bids in the infrastructure sector.
About You
The ideal candidate will have:
– Extensive experience in leading complex bids, particularly in the infrastructure, rail, or highways sectors.
– A strong understanding of procurement frameworks, including RfPs, ITTs, and PPPs.
– Proven success in managing multi-disciplinary bid teams to deliver high-quality, compliant submissions.
– Exceptional organisational skills to manage multiple priorities under tight deadlines.
– A talent for turning technical concepts into compelling, client-focused narratives.
Desirable qualifications:
– Familiarity with industry-standard methodologies such as APMP, Shipley, or PRINCE2.
– A background working with Tier 1/2 contractors or major infrastructure projects.
– An academic background in Engineering, Project Management, or a related discipline.
About the Role
As the Head of Bidding, you’ll lead HhM’s bid management processes, ensuring their submissions are innovative, compliant, and aligned with client requirements.
On a day-to-day basis, you’ll:
– Oversee all stages of the bid lifecycle, from opportunity assessment to final submission.
– Develop and implement bid strategies that maximise win potential.
– Lead and coordinate multi-disciplinary bid teams, including writers, SMEs, designers, and quality reviewers.
– Conduct detailed reviews, including Black Hat and Gold Team sessions, to ensure submissions meet the highest standards.
– Build strong relationships with clients and partners, ensuring alignment throughout the bidding process.
– Drive post-submission lessons learned to continuously improve bid quality and efficiency.
Internally, you will:
– Shape and refine HhM’s bidding processes and methodologies.
– Provide mentoring and professional development for bid team members.
– Collaborate with business development teams to identify and qualify opportunities.

Logistics
This is a full-time leadership position, requiring approximately 40 hours per week. During peak bid periods, additional hours may be required, but you’ll always be supported.
