This associate has extensive procurement experience with private sector tenderers and procuring authorities from PIN publication through to tender evaluation and award. Experienced in open, restricted and competitive dialogue procedures for clients either procuring, managing, designing and delivering services or infrastructure. Key expertise includes drafting and evaluation of procurement / contractual documentation and submissions; team, project and task management including bid development, evaluation and liaison between disciplines / advisors; policy and strategy development; Stakeholder consultation; business case development.
Key Achievements
Lead Technical Advisor, Project Manager and Author supporting a bidder for two large scale PFI service procurements using competitive dialogue. Required liaison across teams to achieve consistency within disciplines and technical / financial submissions.
Lead Technical Author and Project Manager for procurement / contractual documentation for LOCOG for the London 2012 Olympic and Paralympic Games Waste Management services for all venues and locations.
Technical Project Manager for a county-wide competitive dialogue procurement, supporting the procuring authority. Contract services included the provision and management of 20 facilities and services across constituent district authorities.
Project Manager and author for technical / financial procurement documentation for a private sector client procuring sub-contractor services across the UK Defence training estate.
Experience
Over 15 year's consultancy experience supporting bidders and procuring authorities, including numerous consultancy projects for a variety of organisations. Clients have included Government, MOD, Police forces, NHS, LOCOG, infrastructure developers, service providers and first tier contractors procuring national sub-contractor services. Experienced as both an employee and advisor for public, private and third sector organisations, providing an understanding of the different requirements and approaches of each sector.
